It is often the case that councils and Housing Authorities tender a lighting scheme to a number of Contractors requesting them to quote for a communal/Emergency Lighting scheme based on some form of ‘performance’ specification.

This has come about as a result of many Councils etc having had to dispense with their own in-house technical expertise as a result of huge budget cuts.

The process results in Main Contractors, who are not expert in this field, relying on sub-contractors providing their lowest quotes for the specialist works.

An Emergency light fitting is vastly more expensive than a non-emergency equivalent. As sub-contractors are driven by lowest cost, there’s a tendency to skimp on the perceived number of luminaires required to satisfy the regulations for the normal communal light levels and the compliance of the emergency capability. ALL claim to provide a compliant system but in 30 years we have never seen one.

Cheap luminaires do not perform well or efficiently and this is even more so now we are switching to LED’s. But a subcontractor who can buy a cheap light fitting is not interested in the  whole life problems and costs to the end Client. Most contractors have to provide a one or two year defects liability period at most. Whoever installs a Commulite system…. The Client gets a seven year warranty from Commulite.

When a Client is evaluating tenders, they do not know whether they are comparing apples with apples.
